The nation has seen an explosion of gang involvement that has affected not only crime rates but the disintegration of families. There are many theories as to how gang dynamics in communities and individuals develop ranging from single parent households to the powerful influence of the media. Ranking-in, drive-bys, and colors are common terms in the world of gang members and not so readily definable by the general public. As the current literature shows, national gang membership is actually on the decline, however, New Mexico and Indian Country are seeing a dramatic increase in gang problems, as well as changing the dynamics of traditional gang trends.

This presentation will provide workers with Gangs 101 information, theories of gang development, national/state/Native American trends, current gang intervention programs/strategies with a focus on clinical interventions.

Keahi Kimo Souza, M.S.W./M.S. is currently the Director of Behavioral Health for the Pueblo of Santo Domingo, faculty consultant for Arizona State University and a Senior Research Associate with the California State University Center for Delinquency and Crime Policy Studies. He has been working in the area of adult and youth gangs for the last 10 years developing and supervising gang intervention programs both on and off Indian Country and has coordinated an internationally recognized gang intervention and tattoo removal program during this time. He consults and provides technical assistance with the National Youth Gang Center, Office of Juvenile Justice and Delinquency Prevention Program, National Association of Drug Court Professionals, Native American Alliance Foundation, American Indian Development Associates, Tribal Youth Programs, and the Tribal Law and Policy Institute. He is also on the National Board of Directors for the National Association of Drug Court Professionals representing Indian Country.

Juvenile Justice Trends and Responses

Join the NASW-NM Juvenile Justice Task Force in a luncheon during our conference on Thursday, February 19 from 12:00 - 1:15 at the Marriott Pyramid Hotel.

Rio Rancho Mayor and former State Representative Tom Swisstack will be speaking on the status of juvenile delinquency, trends, and responses in addressing not only accountability issues, but also creative ways in enhancing the juvenile as they are reintegrated back into our communities. This luncheon presentation will be informative and will be interactive providing juvenile justice professionals an inside perspective on local issues facing our community.

Thomas E. Swisstack has lived in New Mexico and the City of Rio Rancho for more than 30 years. He has been in the juvenile justice system for over 25 years and served as a U.S. Federal Probation Officer, Executive Director for a drug abuse center, Assistant Chief of Juvenile Probation and Parole, and Director of the Bernalillo County Juvenile Detention Center.
